Prime Minister Narendra Modi urged voters to eagerly engage in what he called the “festival of democracy” as the first phase of the Bihar Assembly Elections 2025 gets underway on Thursday. He reminded them that “first voting, then refreshments.”

The prime minister asked people to appropriately exercise their democratic right and serve as role models for civic engagement, particularly those who are first-time voters.

Prime Minister Modi tweeted, “Today in Bihar is the first phase of the festival of democracy,” on X (previously Twitter). I urge every voter participating in this phase of the assembly elections to cast their ballots enthusiastically. I would especially like to congratulate all of my young friends in the state who will be voting for the first time. Recall that voting comes first, followed by refreshments!

Today is the first day of a high-stakes election contest in the state, with polling taking place in 121 constituencies spread over 18 districts.

1,314 candidates, including 122 female candidates, are up for election by more than 3.75 crore people. Voting started at 7 a.m. and will run until 6 p.m., although due to security concerns, voting will end an hour early in some sensitive districts, such as Simri Bakhtiyarpur, Mahishi, Tarapur, Munger, Jamalpur, and portions of Suryagarha.

To guarantee free and fair voting, the Election Commission of India (ECI) has put in place a number of complex measures. For real-time monitoring, all 45,324 voting places are fully webcast. To monitor the procedure, 121 general observers, 18 police observers, and 33 expenditure observers have been assigned.

Every voting place has security personnel, such as state police and the Central Armed Paramilitary Forces.

926 all-women-managed booths, 107 Divyang (differently-abled) managed booths, and 320 model booths with improved voter amenities have all been set up to promote inclusivity.
